Wildflowers/Potential_Blooms_Reduced (MapServer)

Service Description: This data was developed based on available guidance from the Death Valley division of the National Park Service (NPS), which prescibes precipitation levels for a single day of rain during the fall months (0.5 inches) and steady rain during the winter and spring to spurn a wildflower superbloom in desert conditions. Using historic daily precipitation levels from NOAA during the months of August 2016, September 2016, and October 2016, SCAG mapped the highest level of single-day precipitation for all areas in Southern California. Six month total precipitation levels for the months of November 2016 , December 2016, January 2017, February 2017, March 2017, and (partial) April 2017 were also processed by SCAG from NOAA data for all areas in Southern California to monitor "steady rain" to support nascent blooms. To determine the level of precipitation required during the fall months and "steady rain" levels necessary to support wildflowers, SCAG surveyed various areas of existing wildflower blooms (and superblooms) in Southern California and used the lowest threshold for single day rain (0.15 inches) and steady rain (9.94 inches). These sites included the Antelope Valley California Poppy Reserve State Natural Reserve, Anza Borrego State Park, Santiago Oaks Regional Park, Canyon Park in the City of Costa Mesa, Edna Park in the City of Santa Ana, and Hollenbeck Park in the Boyle Heights neighborhood of the City of Los Angeles. The locations of likely wildflower blooms are detailed in the "Wildflower" field, and the location of potential superblooms are shown in the "Superbloom" field. CPAD data is reflected in the "Access_TYP" field, and contains data on all public access open space areas in California, from small urban parks to large national parks and forests, mostly aligned to assessor parcel boundaries. Please note this data includes CPAD v.2014a for the six (6) counties in the Southern California Association of Governments (SCAG) Region. The data was reviewed by local jurisdiction during the SCAG's Local Input Process for the 2016-2040 RTP/SCS, between August 2013 and February 2015, and updated by SCAG staff to incorporate local jurisdictions' review comments. Habitat areas are displayed in the "NLC_TYPES" field and detail core habitat, potential connectors, and habitat fragments in the region. Blooming period was developed using elevation data and information from NPS ("Blooming_T"). Also included in the file is information on street access ("Street_Acc"), Transit Access (developed from SCAG's 2016 transit data - "Transit_Ac"), bike lane access ("Bike_Acc"), and carpool facilities (developed from Caltrans Park and Ride data - "ParknRide").
