Description: <DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>In February 2017, the Department of Housing and Community Development (HCD) and the California Tax Credit Allocation Committee (TCAC) convened a group of independent organizations and research centers that would become the California Fair Housing Task Force (“Task Force”). TCAC and HCD charged the Task Force with creating an opportunity map to identify areas in every region of the state whose characteristics have been shown by research to support positive economic, educational, and health outcomes for low-income families—particularly long-term outcomes for children. This dataset is from the TCAC opportunity areas mapping analysis of 2023.</SPAN></P><P><SPAN>The California Tax Credit Allocation Committee utilized data from 16 indicators categorized into 3 domains, which were then filtered down to produce an index score applied to census tracts across California. The purpose of this data is to identify “high opportunity areas” to incentivize housing development in neighborhoods that will benefit families subsidized by the Low-Income Housing Tax Credit program and will therefore offer improved circumstances for childhood development and economic mobility.
