The purpose of the inventory is to identify sites that can be developed for housing within the planning period (GC Section 65583.2).</span></span></p><p style='margin:0 0 11 0;'><span><span>The purpose of the housing element</span></span><span><span>’</span></span><span><span>s site inventory is to identify and analyze specific land (sites) that is available and suitable for residential development in order to determine the jurisdiction</span></span><span><span>’</span></span><span><span>s capacity to accommodate residential development and reconcile that capacity with the jurisdiction</span></span><span><span>’</span></span><span><span>s Regional Housing Need Allocation (RHNA). The site inventory enables the jurisdiction to determine whether there are sufficient adequate sites to accommodate the RHNA by income category. A site inventory and anal</span></span><span><span>ysis will determine whether program actions must be adopted to “make sites available”</span></span><span><span> with appropriate zoning, development standards, and infrastructure capacity to accommodate the new development need.</span></span><span><span>[1]</span></span></p><p style='margin:0 0 11 0;'><span><span>Two types of sites are included in local housing elements. First, it includes sites that are suitable for residential development if zoned appropriately and available for residential use during the planning period. These sites make up the housing element sites inventory. Second, when the inventory demonstrates that there are insufficient sites to accommodate the RHNA for each income category, local governments must identify sites for rezoning and include them in a housing element program to make available additional sites to accommodate those housing needs early within the planning period.</span></span></p><p style='margin:0 0 11 0;'><span><span>This data contains sites sourced from the Housing Element Site Inventory Form created by HCD: Table B, Candidate Sites Identified to be Rezoned to Accommodate Shortfall Housing Need. SCAG obtained the estimated unit capacity under proposed rezoning from Table B for jurisdictions that were required to rezone and submitted site information.</span></span></p><p style='margin:0 0 11 0;'><span><span>To develop the dataset, SCAG downloaded available information from the California Department of General Services via a </span></span><a href='https://experience.arcgis.com/experience/670e112e04ae415e9755f2d65fded76c/page/Page?views=Housing-Element-Sites-(2021-and-beyond)' style='text-decoration:underline;'><span style='text-decoration:underline;'><span>map viewer</span></span></a><span><span> created pursuant to Senate Bill 6 (Beall, 2019) and Assembly Bill 1255 (Rivas, 2019) in October 2025. The downloaded dataset included candidate sites for rezoning for 77 local jurisdictions. Once the information was compiled, staff formatted Assessor Parcel Numbers (APN) from the source data to match SCAG</span></span><span><span>’</span></span><span><span>s 2024 parcel data. Some sites and their capacity could not be mapped due to unmatched or incomplete APNs. The unmatched APNs may reflect parcels for which official APNs were not available at the time the sites inventory was prepared. Housing capacity was aggregated to the parcel level separately for housing element sites and candidate sites for rezoning. Therefore, sites with the same APN were collapsed into a single record within each site type. During the data cleaning and quality control process, staff discovered discrepancies between the DGS data and currently available local data. The discrepancies might reflect the point-in-time nature of the DGS data at the time of reporting, as well as potential errors in data processing.
